VSO Legislative Update

The Virginia General Assembly will convene on Wednesday, January 12 for its "short" 45-day session.  This year the legislature will tackle numerous important issues like redistricting based on 2010 Census data, ABC privatization, transportation funding, budget shortfalls, and implementation of portions of the federal health reform policies.

The Society will host its 2nd Annual "White Coat Day" at the Capitol on February 3.  We hope you will join VSO leaders for a morning "On the Hill" to learn about issues facing physicians and to visit your own Delegates and Senators.  This raises visibility of otolaryngology and allows VSO to collaborate with MSV and other specialty societies.  Please contact Jane Davis jdavis@ramdocs.org to sign-up.

These are some major issues affecting VSO members and other physicians:

  • Medical Malpractice Cap compromise: MSV and Virginia Trial Lawyers Association have agreed to a deal that would raise the med/mal cap by about 2% each year for 20 years.  This establishes modest increases and a stable insurance environment.  See background here:  http://www.msv.org/capagreement
  • Standard of Care and Scope of Practice:  VSO will monitor naturopaths' interest in licensure, audiologists, nurse practitioners, and other possible areas of concern with allied health professions.
  • Medicaid Reimbursement:  We are working with MSV and legislators to identify strategies that will delay or cancel a 4% rate cut scheduled for July 2011.  The physician rate cut is estimated to be valued at $14.7 million.
  • Expansion of Medicaid managed care.  The McDonnell Administration is seeking to bring more Medicaid recipients under managed care as a strategy to save money and improve outcomes.
  • Regulation of Office-Based Surgery and procedures:  There are frequently bills that propose different levels of regulation for procedures performed in the office or clinic setting.  The Board of Medicine is also looking at whether or not to explore this area.
